4.1.5. It is prohibited to use an explosive that has reached its freezing point, unless the manufacturer’s instructions allow such use.

4.1.5. Use of explosives in low temperatures:
(1)  Use of dynamite having reached its freezing point is forbidden.
(2)  In order to ensure the proper firing of explosives where there is danger of freezing, the shot-firer must take one of the following measures:
(a)  store the explosives in a heated storage;
(b)  use explosives whose freezing point is lower than the temperature of the place where blasting takes place;
(c)  for explosives other than dynamite, wait until the priming temperature recommended by the manufacturer has been reached before firing.
